Miller’s Legislation Providing

Financial Solutions for Franklin Township

Community Schools Is Signed Into Law

STATEHOUSE (March 20, 2012) — Monday, Gov. Mitch Daniels signed legislation into law written by State Sen. Pat Miller (R-Indianapolis) giving more financial options to Franklin Township Community School Corp. and schools throughout Indiana.

“Thanks to Gov. Daniels’ signature, this new law will benefit students, parents, taxpayers and schools in Franklin Township, and in districts across the state,” Miller said. “It offers alternatives for addressing financial shortfalls due to the property tax caps and gives parents adequate notice before a school corporation could eliminate bus services in the future. Franklin Township Community School Corporation can restore bus services for its students by implementing some of the options provided in this initiative.”

“For Franklin Township Community School Corporation our rescue is coming in the form of an opportunity to restructure our long-term debt,” said. Dr. Walter Bourke, Superintendent of Franklin Township Community School Corporation. “It is not an opportunity without problems, but it should allow us to return general transportation to our community, while continuing to offer an award-winning, state-leading education program. I am pleased to note that the Captain of our rescue ship has been State Senator Pat Miller. Her leadership and persistence in the General Assembly to find a solution for our property tax dilemma was determined and ultimately effective.”

The bill has very specific guidelines for school corporations to receive temporary assistance. Here are some highlights of the new law:

School Transportation Programs: Prevent school corporations that have provided bus services to students during at least one of the past two school years from eliminating this service until it gains approval from the school board and gives at least a three-year notice to families of students who ride the buses.

General Fund for Transportation Cost: Authorize costs attributed to transportation to be budgeted and paid from a school corporation’s general fund.

Flexibility in Refinancing Debt: Allow schools corporations that have seen at least a 20 percent funding decrease in their non-debt property tax levies due to the property tax caps to be eligible to refinance their debt. Franklin Township, which is the hardest hit school corporation in Indiana, will be able to refinance with their school board approval, allowing them to more swiftly refinance their debt.

Rainy Day Fund Loans: Permit school corporations to receive low-interest loans from the state’s Rainy Day fund limited to $5 million or $1,000 for each student. It also allows the state to place contingencies on the loan if it is for a distressed school corporation, such as requiring the school board to sell unused property or modify contracts entered in by the school corporation.

Franklin Township Parents,

The confirmation of cases of measles in surrounding counties has prompted the Indiana State Dept. of Health and the Indiana Dept. of Education to notify school nurses with information about this highly contagious disease. The accompanying information will answer your questions about the prevention, symptoms, spread, and treatment of measles. Specific questions about your student should be directed to the doctor, who is best suited to render a professional opinion about your child.

Because the spread of the disease is through coughs, sneezes, and oral/nasal secretions, please continue to practice good respiratory hygiene at home. As with influenza, cover coughs and sneezes in your sleeve and practice frequent hand washing for at least 15-20 seconds in duration.

Staff and students who may be considered susceptible to measles infection are those born after 1957 without a medically documented history of measles disease; those without documentation of 2 appropriately spaced MMR or measles shots; those without IgG titer (blood test) evidence of protective levels to measles. Please contact your doctor if you or your children could be considered susceptible.

In the event that one case is confirmed in the district, state and local health departments will begin procedures to track and contain the disease. Unvaccinated staff and students will be advised to receive an immunization and will be readmitted to school when documentation from a medical provider is submitted. Those who remain unvaccinated will be excluded from school for 21 days after the last measles case is identified.

At this time, there are been no confirmed cases in Franklin Township.
